Here are the steps to insert a GIF as a picture in PowerPoint:

1. Open the PowerPoint presentation where you want to add the GIF.
2. Click on the "Insert" tab in the ribbon.
3. Click on the "Pictures" button.
4. Navigate to the location of the GIF file on your computer.
5. Select the GIF file and click on the "Insert" button.
